1. The proposal is expected to document campus IT and research leadership commitment to operations and maintenance (O&M) given that the proposal budget is expected to be dominated by equipment, with some travel and project coordination staff time. Costs associated with software license fees are not allowed.
2. NSF views this area as an opportunity, especially for under-resourced institutions, to develop a scientific computing strategy, describe it in the required CI plan, and consider how the proposed resource plays into that strategy.
3. Campus computing solutions that integrate cloud services are particularly encouraged.

5. Only Institutions of Higher Education are eligible to submit proposals in this program area.
